NH HOOKSETT — Hooksett Council rejects $750,000 federal housing grant after intense public opposition. The Council voted 0-4 with one abstention to reject the CDBG application from Elm Grove Companies for Residences at River Hill, a 76-unit complex on West River Road. Councilors Antonio LaCasse, Roger Duhaime, David Smith, and Chair-elect Lindsey Laliberte opposed; James Sullivan abstained.
Nine residents testified against the project, expressing concerns about displacement of market-rate tenants, potential federal liability, and federal funding of private property improvements. The Council also elected Laliberte as Chair, James Sullivan as Vice-Chair, and Randall Lapierre as Secretary.
